Nokia is a big brand in Nigeria when it comes to mobiles phones. It is probably the most widely used phone brand all over Nigeria particularly in big cities like Lagos, Abuja, Ibadan, Onitsha, Ilorin, Benin and others.

Yes it is quite possible, they just want you to bring the old phone and working charger and then you'd get the new Lumia at a discount after paying some amount too

I'm not sure if there are any official Nokia stores in Bayelsa but you can try going to an MTN office. They also do the Lumia phone swap
