Liberty reserve is an e-currency service that can be used to send money online to users within the liberty reserve network. The website is located at libertyreserve.com and once you have a registered account, you can use it to send money online as well as make payments for most things like domain names, web hosting and most popularly forex trading accounts.
Western union on the other hand is an international money transfer service that allows people to send money faster to their contacts across the world. Western union doesn't really need the receive to have an account but at least be able to provide identification to a paying agent before money is paid.
Now is it possible to transfer Liberty reserve funds to Western union? Well actually yes and it seems the more common way to do this is by peer exchange. This simply involves currency exchanges between two parties who both need the other. If you've got LR funds, you can exchange it for Western union to someone who needs it while you get paid by Western union in international or local currency.
Now the problem with using peer exchange is that since there are only 2 parties, it is more safer to limit it to people you know and trust personally else what is the guarantee that if you sent the money, the person would send your payment. So in a way, it is limited to do such exchange activities to people you know and within your locality at most. Now, in order to encourage more people to exchange e-currencies and payments, there has been a lot of e-currency exchange communities and networks on the rise and one of them which I want to introduce to you is Exchange Zone (EZ).
EZ has a website at www.exchangezone.com and they offer a service that allows its members to exchange digital currencies directly with each other. It works in such a way that the buyer or bidder makes a payment first to EZ escrow account, EZ tells the seller that you've made payment, seller sends the money to you, you confirm receiving it and EZ finally pays the seller.

Steps to making an exchange at EZ for Western unionEZ exchange service involves seven steps as follows:
Step 1
To begin an exchange, you should make a payment to EZ's Escrow (Intermediary) account first. EZ will then safely hold your funds until your exchange partner will transfer his/her funds to your account. After that, they will fund your exchange partner's account.
Step 2
Acknowledgement of your payment! Please wait while EZ checks the receipt of your funds. It may take a few minutes.
Step 3
At this step, your exchange partner will make a transfer to your account. You will be notified when the transfer will be done.
Step 4
You will confirm the receipt of funds.
Step 5
EZ will make a transfer to your partner's account from their Escrow account.
Step 6
At the end of the exchange, you will rate the experience you've had with your exchange partner.
Step 7
Your exchange is complete.
I had used EZ once and about to do so a second time and from what I have experienced, their service is really reliable but I won't say I can vouch for them in the long run.

Some safety tips:
If you are offering liberty reserve, make sure you have already collected the money via western union before confirming receipt of the funds to EZ.
Alo try to deal with only verified members especially when dealing with large funds like over $500.
