After reading the news about Paypal Nigeria coming to town on sites like Reuters and the official Paypal blog, I rushed to Paypal to register for a Nigerian account and without having to change my IP address. Unfortunately, at that time, it seemed that I rushed too quickly as Paypal had not yet published a Nigerian version of their website.
Ok, Paypal Nigeria is now working and you can register and start using Paypal from now.
How to register

- Go to www.paypal.com/ng
- Click to Sign up
- Enter your email address
- Enter a password
- Re-enter the password
- Enter your first name, middle name and last name
- Enter your date of birth
- Choose your Nationality as Nigerian
- Enter your full address in Nigeria e.g street, local govt and state
- Enter your Zip code too. You can check NIPOST website.
- Enter your Nigerian phone number
- Link your Visa or Mastercard by checking the box
- Read the terms of service and user policy
- Click on continue
- Answer the security challenge by entering the code or listening to an audio file
To immediately link your Visa or Mastercard, you should also check the box.
I initially used my Union bank Naira Visa card which I normally use on Amazon and it didn't go through and I later used my UBA Mastercard and it was accepted.
You will need to enter the card details such as card number, expiration date and 3 digit CSC code at the back of the card.
Also, read and agree to the terms of service and user policy before finally submitting your form.
Your Paypal Nigeria account will be opened and if the card was accepted, a payment will reflect in your bank and you will use the Paypal code to verify your Nigerian account.
After adding my UBA Naira Mastercard which was accepted, I got an sms debit alert from my bank in less than 24 hrs and it was for a debit of N320($1.95). I knew it was from Paypal since it also hard some codes in it like PP*1234CODE.
I copied the numbers within the PP(Numbers)*CODE to verify my Paypal account by going to paypal.com/ng and clicking on the "Confirm my debit or credit card" link. A popup box will come up and you should just enter the code and click on the "Confirm card" button. If it is correct, your Paypal Nigeria account will be automatically verified and it will always show that in your account status.
Now, with your verified Paypal Nigeria account, you can start making payments on any website where Paypal is accepted. I wonder how eBay sellers would feel if they receive a Paypal payment from a Nigerian who has a verified Paypal account.
After adding my card and adding the Paypal code, I got a positive reply saying "Congratulations! Your card has been confirmed and you're Verified". It was really exciting that one is doing this in Nigeria without any long stories.
Once my Paypal account has been verified with my Nigerian issued Mastercard, I tried to see what my sending limits were again since it was initially kept at $250. I noticed that my limits had been lifted and it was no longer there.
I guess Nigerians who now have a verified account courtesy of Paypal and their bank issued Visa or Mastercard would no longer have any sending limit other than the daily payment limit they might have set on their cards when they got it from the bank. I guess the default for some card were like under N250k and you can lower that if you want and it would limit payments through your Paypal Nigeria account.
I also tried sending just $10 to another Paypal user and it worked and I didn't need to even have funds inside my Paypal account. It seems that one doesn't need to add funds to his Paypal Nigeria account for now before sending money as it would automatically be sent from your bank account using the debit or credit card that has been already linked to Paypal to verify your account. It is that easy!

Thanks for the info.
Please, since one will be linking credit/debit card, should i use just the name on my card or the names on my Naija account should tally with the name for my card account?
I ask this because i also have a Paypal account and i worry that when they see that my exact name already appears on their system as abroad, it may affect my use of the one abroad since for now one cannot receive payments into our Naija Paypal unlike the other one where i get payments into.
So, does it matter the names i use or i can just use the first and last names appearing on my card to open the paypal account?

You should use the name on your card since that is what is registered with Mastercard or Visa. Paypal doesn't penalize people just for having similar names. As long as you are not using the same IP address for 2 Paypal accounts, you are unlikely to be penalized. I hope you are using a foreign IP for the foreign Paypal account?
