I recently tried to use my US issued Payoneer Mastercard on a local bank's ATM in Nigeria and it was unsuccessful. Actually, I've only tried it for few banks and the only places where it has worked for me now are Zenith bank and Ecobank.
I tried it this morning at a First bank branch's ATM outlet and it returned an error saying "Invalid Card".
I guess this is the normal thing that bank ATMs do when they are unable to identify a card or when they are not powered to accept foreign issued cards. Last time I used my Payoneer Mastercard was in an Ecobank branch' ATM and it worked quite easily. Another place I've used it for making a withdrawal from my Mastercard funds was from a Zenith bank branch which also accepts other foreign cards such as Maestro.
For Payoneer Mastercard users and others who also use Foreign issued cards in Nigeria, you should know that it's not all ATMs that would support your card and so you might have to try out a couple of banks first before choosing and sticking to your preferred bank. For now, I'm sticking with Ecobank and Zenith since they've worked well for me.

do I need to open account with zenith bank and ecobank before I can use payoneer on their atm machines?

No you don't have to open an account with them. You can use the Payoneer card on any Mastercard supported ATM
